Executive Order 13848

Upon taking office, President Joe Biden, in a quick shift to the left, immediately reversed nearly all of his predecessor's executive orders, however... not Executive Order 13848, the provisions of which follow this narrative. Biden has extended this order every time it expires, so that it is still in effect to this day.

The million dollar question is: Why would Biden make an exception and continue to extend this E.O. if the Democrats and the Deep State actually control the government????

He wouldn't. The reason E.O. 13848 has continued to be extended is because our nation has been in a state of continuity of government and devolution since 2021.  Biden is a player and he knows it.

Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy. Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government. (Wikipedia)

Accordingly, because this legal order continues to be extended, our government is and has been completely under the authority of an executive committee these past three plus years... one that is running and controlling every aspect of our country right now... with the express purpose of continuing our nation under the guidelines of the Constitution to the benefit of its citizens - however difficult that is to comprehend.

Who sits on that committee??? One can only guess. If we knew, then we could watch what these individuals say on social media, we could watch to see what they say in interviews, we could see who they are meeting with, and perhaps be able to understand their actions and agenda and why things are unfolding in such a chaotic manner as they are.

Biden is not running the country. Trump is not running the country. Perhaps Trump is an advisor to the committee, but the committee itself likely consists mostly of key military personnel. These are what we categorically refer to as the White Hats. These are the people pulling all of the strings, who are directing what we are all seeing day to day.

If one gives merit to the theory that the presidential election of 2020 was, in fact, stolen through interference by an outside entity, that there existed facts to support this theory as the truth immediately following the election, then consider that the inner circle of power in government and the military, being made aware of this, enacted E.O. 13848 to insure continuity of our government until such time that the foreign interference could be fleshed out and dealt with. What if Trump devolved the government of the United States in 2021, suspending habeas corpus, to legally initiate the unprecedented action of shutting down the government?

If such action was initiated in 2021, then the nation has been in a subsequent state of continuity of government and devolution these past three plus years. Biden has not been in charge. Nor has Trump. There has been no President of the United States since January 2021. By Executive Order 13848, the nation has been under the authority of a select interim executive committee until the situation is resolved.

With the imminence of the national election upon us, are the facts about to be exposed for the general public to be made aware of both the election interference and the devolution of government that has subsequently been in process? Interesting times, these!

Executive Order 13848

Imposing Certain Sanctions in the Event of Foreign Interference in a United States Election

Issued on September 12, 2018, by President Donald J. Trump, Executive Order 13848 aimed to address the threat of foreign interference in or undermining public confidence in United States elections. The order provides the authority for the United States Government to impose sanctions on foreign entities that seek to interfere with or undermine the 2020 elections.

Key Provisions

  • Authorizes the Secretary of the Treasury, in consultation with the Secretary of State and the Attorney General, to impose sanctions on foreign entities that engage in certain activities, including:

    • Interfering with or undermining the 2020 United States elections

    • Engaging in activities intended to influence or interfere with the 2020 United States elections

    • Providing material support to entities that engage in such activities

  • Requires the Director of National Intelligence to submit a report to the President and appropriate executive departments and agencies on foreign interference in the 2018 midterm elections, as directed by Section 1(a) of the Executive Order

    • Continues the national emergency declared on September 12, 2018, for a period of one year, as stated in the Notice on the Continuation of the National Emergency With Respect to Foreign Interference In or Undermining Public Confidence in United States Elections (September 8, 2022)

    TO THE CONGRESS OF THE UNITED STATES:

    Section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)) provides for the automatic termination of a national emergency unless, within 90 days prior to the anniversary date of its declaration, the President publishes in the Federal Register and transmits to the Congress a notice stating that the emergency is to continue in effect beyond the anniversary date.  In accordance with this provision, I have sent to the Federal Register for publication the enclosed notice stating that the national emergency with respect to the threat of foreign interference in or undermining public confidence in United States elections declared in Executive Order 13848 of September 12, 2018, is to continue in effect beyond September 12, 2024.

    Although there has been no evidence of a foreign power altering the outcomes or vote tabulation in any United States election, foreign powers have historically sought to exploit America’s free and open political system.  In recent years, the proliferation of digital devices and internet-based communications has created significant vulnerabilities and magnified the scope and intensity of the threat of foreign interference.  The ability of persons located, in whole or in substantial part, outside the United States to interfere in or undermine public confidence in United States elections, including through the unauthorized accessing of election and campaign infrastructure or the covert distribution of propaganda and disinformation, continues to pose an unusual and extraordinary threat to the national security and foreign policy of the United States.  Therefore, I have determined that it is necessary to continue the national emergency declared in Executive Order 13848 with respect to the threat of foreign interference in or undermining public confidence in United States elections.
